+`tests/` 是真实约束目录。Django 项目骨架落地前，本目录只做占位；后续测试代码按 Django 默认测试或 pytest 约定放入这里或各 app 的 `tests/` 中。
+
+每个 active plan 完成前必须说明新增或修改了哪些测试、覆盖了哪些 spec / contract 约定、如何运行，以及还有哪些关键风险未覆盖。
